I usually book through AirBnB. I decide on a variety of factors:
closeness to public transportation (I never drive outside my home country)
closeness to the sites I want to see. Super bonus if it is close walking distance to a number of things I am interested in seeing.
closeness to one or more decent restaurants/convenience stores.

Once I have the area or areas I think are good, I look for wifi, washer/dryer, good views, a balcony and generally how nice the place looks in the pictures and the reviews. So far I have not had a single bad experience, but I am very clear on what I want. I have paid as low as $30 per night and as high as $100 per night.
